same as other melee class, we need 8% to be 2H melee hitcapped vs bosses
26 expertise (6.50%) to be expertise capped.
17% spell hit cap: the skills affected by this are exorcism, holy wrath and consecrate ticks. This is not that important to pally.

Ret Pally is more on a FCFS (first Come First Serve) rotation. So it makes sense to cast your highest damage spell first.
CS > HoW > Judgement > DS > Consecration > Exorcism > Holy Wrath

STAT (highest to lowest): Hit, Str, Exp, Crit, Agility, Haste, ArP, AP, SP, Int, Stam, armor
